A contributor's level of access to Wikipedia is determined by their presence in various user groups. A contributor who is blocked from editing cannot edit pages, whichever groups they belong to, with the exception of their own user discussion page.
Unregistered users (????????? ??????????)
[????????]Contributors who have not created an account or logged in may edit pages that are not protected or semi-protected and purge pages. They must answer a CAPTCHA if they wish to make an edit which involves the addition of one or more external links.
New registered users
[????????]In addition to the above, contributors who are logged in to an account created less than four days previously may create pages, upload files and e-mail other users if they have specified an email address in their user preferences. They are also not required to answer a CAPTCHA at any time.
In addition to the above, contributors who are logged in to an account created more than four days previously may move pages and edit semi-protected pages.
Contributions from users assigned to the "bot" user group are not displayed in recent changes or watchlists to users who have opted to hide bot edits. See the bot policy to request a bot flag or learn more. See Special:Listusers/bot for a list of users in this group.
In addition to the above, contributors assigned to the "administrator" user group may block and unblock contributors, revert revisions of vandalism, delete and restore pages, protect and unprotect pages, edit protected pages, view pages which have been deleted, and view certain special pages.

Contributors with the Import permission may upload an XML file containing page history directly to Sinhalese Wikipedia, while those with the Transwiki permission may select an existing page on another Wikipedia and bring it to Sinhalese Wikipedia directly.
Sinhalese Wikipedia currently has no users with either permissions. Please contact an administrator if you wish to perform bulk translation from another Wikipedia.
Contributors assigned to the "bureaucrat" user group may grant the "administrator" access level to other users, but not remove it, grant the "bureaucrat" access level to other users, but not remove it, grant and remove the "bot" access level, and rename users. Users requesting bureaucratship should apply on Wikipedia:Administrators.

Contributors assigned to the "checkuser" permission may view IP addresses used by a user account, and user accounts that have used an IP address, and view a log of such requests. See Special:Listusers/checkuser for a list of users in this group.
Sinhalese Wikipedia does not have any local checkusers. Checkuser requests should be put on meta:Requests for CheckUser information. Users requesting checkuser access should apply on Wikipedia:Administrators.
Board vote admins can see the IP address and user-agent string of each voter during the Wikimedia Foundation elections in order to insure honest voting.
Voting eligibility for Sinhalese Wikipedia will be performed by Meta-wiki board vote admins.
Contributors assigned to the "steward" user group may grant and revoke any permission to or from any user on any wiki operated by the Wikimedia Foundation. Such users exist only on Meta. They do so, generally, only when there is no user on a particular wiki that can do so. This includes granting of the "administrator" access level on wikis which do not have any bureaucrats, and revokation same on all wikis. A log of such actions may be found at meta:Special:Log/rights. There are a number of "development" areas of some sort to which access is limited, which are not specific to any particular wiki. SVN commit access allows the development version of the MediaWiki software to be modified, toolserver access allows applications to be uploaded to and run on the toolserver, and a small number of people have full access to the servers on which Wikipedia and the other projects of the Wikimedia Foundation are hosted.
